I think strongest fire spell now is magma orb, and you can check characters of players who use this spell and play as elementalist (the most fitting witch class for elemental caster) here:this is not guide so you don't get answers for your questions, but you can be sure that these builds are strong enough (otherwise people wouldn't level to 95+).short description:. use magma orb (this is your fire spell). use ring with 'curse enemies with (any level) warlord's mark on hit' (it lets you leech mana). Cheapest way is to buy Mark of Submission and put warlord's mark gem in it.
When many gamers start a new character build in Path of Exile, they usually run into the same problem: how to level up effectively. Every type of build levels differently. That being said, when leveling a specific class you can always fall back on generic leveling builds.

Later you can replace this ring with rare one (it will be 'shaper item', so can be paired with Mark of the Shaper - you can see this combo used by all 3 characters poe.ninja (link i posted) shows ). use gloomfang (it greatly increases damage of last bounce of magma orb). Get two three link wands or scepters from a vendor (or the ground) one BBB, one BBR (socket colors B = Blue, R = Red), make sure they're magic and use a transmutation orb on them if they're not (it's the tan thing with little blue hairs that drop all the time) then sell them with two ruby rings to get two +1 skill level weapons. Socket a Firestorm (buy in act 1) and Elemental Focus (act 2) in each and a spell totem (act 1) in one and a Controlled Destruction in the other. Get Herald of Ice (act 2) and maybe Lighting (depending on how much you want to chug mana potions) and faceroll everything for awhile while you figure out what main skill you want to use. Always make sure to drop your totem to get twice the face melty action.
I think you might want a spell based fire witch, right?I recommend looking into an elementalist build then. There are a few skill gems that might interest you. Have a look at Fireball, Incinerate, Flameblast and Firestorm.
All skills feel completely different, but should work into late stages of this game easily. You can find corresponding builds on the official forums to get a general idea about which direction you should head to.If you don't mind an attack based fire damage witch, I can further recommend getting into Burning Arrow, Elemental Hit and Molten Strike. Specially Elemental Hit and Molten Strike are very strong if you use it correctly.Lastly, there is still the summoner class. A great fun way to play a fire based summoner is to use golems which you get at level 34 in Act 4. For those to feel really good requires you to have a few jewels though which are quite expensive so I wouldn't recommend starting out with this. You can remember this for later playthroughs though. As other guys already provided some good examples and build lists I'll do the opposite and ask what's more important for you: to be a fire witch, or to have a strong and enjoyable character? The only top tier fire damaging spell is Volatile Dead.
It's pretty clunky to use unless you have access to Poet's Pen unique wands (you need 2 for most builds), and that item make it amazing. As you are new you definitely won't have them before maps or at least before later acts if you are lucky with exalt drops.
And Witch isn't the best class for Volatile Dead anyway. So I wouldn't really suggest it to you.You could also use Elemental Hit as Elementalist Witch, but that's a bow skill, not a spell, also Witch is again not the best char for it (but it's decent). Also you could use Summon Raging Spirits which is a fire spell, but it's also a minion spell, and Witch is perfect for that. SRS is very noob-friendly and easy to build, take a look at some build guides if you don't hate minions. Also keep in mind that the new league is gonna arrive in around two weeks.
I'd highly recommend playing new league, as Standard is simply less fun for several reasons. If you are playing in Delve league right now, your character is going to be thrown into Standard league, as Delve is coming to an end.All things considered I'd suggest to follow any build guide that has a good leveling section for now, even if that build is a bit underwhelming like fire witch. You might reach maps but your build probably won't reach it's real power before the end of the league. But you will become more experienced and maybe you'll choose some really good build for next league.I emphasize 'good build' thing because to me it's really really way more fun to play them. It might sound fun to make an 'interesting' build but if it sucks it will just be boring and unrewarding compared to real builds.

Good builds will let you farm faster, kill bosses that you otherwise wouldn't kill, etc.The way I use to determine a build that's currently good is mainly. You could look at skills that are used the most and then find build guides for them.
I just use top player profiles instead but I wouldn't advise trying that for a beginner. So you can see that currently Blade Vortex, Molten Strike, Elemental Hit, Frenzy (means Poet's Pen), Tornado Shot, Arc, Righteous Fire and Toxic Rain are top used skills. PoE has a ton of skills, but most of them are moderately weaker than tier 1 skills, and some are borderline useless. Those I mentioned are really good. In my opinion you'd want to pick one of them and you won't regret later.
